Her concern is how often they are used, who is selecting them, and whether the people managing those contracts have enough knowledge to ask the right questions. She points to City studies and reviews where she believes the process did not dig deeply enough into what went wrong. Her argument is that even an expensive consultant can only provide useful answers if the City clearly understands what needs to be investigated. When municipalities repeatedly hire outside firms for research, planning, feasibility studies and technical reports, those costs ultimately become part of the taxpayer’s bill. Rocca-Circelli argues Greater Sudbury should build more **qualified expertise inside the organization** and make better use of professionals who already understand Northern Ontario.
