They come from the **front-line workers who deal with the problems every single day.** Rossi says many of his ideas have come from listening to people who actually do the work — the employees, contractors, patients, residents, and tradespeople who see firsthand where a system breaks down. His argument is simple: if the same pothole keeps failing, ask the people repairing it why. If a permit process keeps frustrating residents, ask the staff handling those applications where the bottleneck is. If a bylaw creates the same problem over and over, talk to the people enforcing it and the residents living with it. Those workers often already know what is wrong. The problem, Rossi says, is that their knowledge does not always move up through the system.
