Ward 2 Councillor Eric Benoit talks about the frustration people can feel when permits, approvals and City processes slow down construction — but he also makes the point that **permits exist for a reason.**
When someone is building a home, renovating, adding an apartment, developing land or starting a larger project, the permit process is there to make sure the work meets basic safety and building standards.
That includes things like structural requirements, fire safety, electrical and plumbing considerations, setbacks, drainage, septic systems, access and making sure a project does not create problems for neighbouring properties.
Benoit’s position is not that the City should eliminate permits.
The bigger issue is whether those permits can be handled **faster, more clearly and with less unnecessary red tape** so good projects are not delayed for months while people wait for answers.
That balance matters.
If the City makes development too difficult, builders can walk away, housing takes longer to create and costs can rise. But if approvals are removed altogether, the risk shifts to homeowners, neighbours and future buyers who may be left dealing with unsafe or poorly planned construction.
**The goal should not be “no permits.” The goal should be a permit system that protects people without becoming an obstacle to building.**
For a city trying to increase housing supply, that means clear rules, reasonable timelines, faster decisions and a process where developers and homeowners know exactly what is required before they start.
