She describes repeated cruelty and neglect complaints where people say they called Provincial Animal Welfare Services multiple times, yet little or nothing happened. In some cases, Jill says rescues were eventually contacted only after animals had deteriorated to the point of severe suffering or death. That raises a serious question: **If taxpayers are paying for animal welfare enforcement, why are volunteer rescues still being left to do so much of the work?** PetSave and other rescues raise their own money to take in animals, pay veterinary bills, deal with hoarding situations, find foster homes and respond to emergencies. Jill argues that rescues are increasingly doing work that should fall under municipal or provincial animal welfare systems — without receiving the funding that follows those responsibilities. Her frustration is not simply about spending more money. It is about making the money already being spent actually produce results. Jill says animal welfare officers are paid through public dollars, and those dollars should translate into investigations, enforcement, confiscations where legally justified, charges where appropriate, and meaningful protection for animals. **Tax dollars should work for the taxpayer — and in animal welfare, that means protecting animals before rescues are left cleaning up the aftermath.** If the existing system cannot deliver that, Jill says there needs to be accountability, stronger oversight and potentially major changes in who is responsible for getting the job done. #PetSave #AnimalWelfare #TaxDollars #Accountability #AnimalCruelty #Ontario #NorthernOntario #AnimalRescue #Sudbury #LoveTheNorth
