One example is bylaw enforcement. Young discusses the value of adding two more bylaw officers to help deal with ongoing issues in the community, while at the same time taking a broader look at how existing resources are being used and where money can be saved. The bigger question is not simply whether the City should spend more or spend less — it’s whether the money is being directed to the areas where it can make the greatest difference. That means reviewing staffing, eliminating duplication where possible, improving service delivery, and making sure essential frontline roles have the support they need. Finding efficiencies does not always mean cutting services.
